How do you know when your board is dead.

I have had some problems lately, I'm not sure if it's because I was runnin my PCI slots at 40mhz but it has been acting a little strange. I have ICS (internet connection sharing) and last week it hung and it wouldn't get going again. Now when I turn off the machine it won't shut off by the start menu, I have to manually turn it off. When it's turned off the keyboard still has power, the num lock light stays on and on one of my NIC cards the light is on too. The little green one by the jack. Even when the cat5 cable is removed.

It's a Abit BE6 and I've never had any troubles with it for almost a year. It runs fine but it just seems odd that it won't shut down without having to do it manually and that the power seems to be keeping some periferals running when it's turned off.
