How do you know when an increase in voltage is needed?

Hi guys, I was wondering how do you know when to increase cpu voltage? also, does higher voltage mean more hear and higher temps?
 
I suspect hear = heat in which yes. more voltage = more heat and higher temperatures. You increase teh voltage when the cpu isn't complete stable.
