how do you know if your CPU is dead?

i just put together this system:

Asus a7n266-vm with an old duron 950
enlight 300w psu
amd heatsink fan for xp1800+
maxtor d740x 40gig
cendyne 32x cdrw
Crucial pc2100 128mb

the system powers on and all the LED's will light up like usual..hard drive spins, cdrw lights up, and all the fans are blowing, but i get nothing but a blank display.

I tried an AGP video card too and the same thing happened. What's going on? Bad board or bad cpu?
 
Usually I try a different chip and the other chip works I generally would rma the defective chip. If you don't have a spare processor lying around try borrowing a friends.
