The emoticon you posted is the face people try to give when they are confused. Thus, in that example that you gave, they are one and the same.
However, I can see you wanting to post that as a drunk face too. In that case, the drunk aspect overrides the confusion name. As you read a post, you go off of context, you don't quote the post just to see what names they used for the pictures. They could give that emoticon the name "pussycat" for all I care.
