How do you get to the repair console in Windows

I tried to fix a friends XP computer that was having some issues with Windows by inserting the install disk and booted from it. I clicked on Repair from the options and was taken to a black DOS window and a C:
I then typed repair and only got a help menu.
Anyway, how do you do a repair of windows from the install disk in XP AND does it work the same way in Vista or Windows 7 ?

I'm guessing you don't want the Repair Console. That's basically a DOS window that's used to perform file operations. It's NOT used to re-install XP.
