How do you get rid of the taskbar highlighting in windows 7?

As you move over open programs the colors follow your mouse. When you move away the highlight stays there. How the heck do you get rid of this?
 
Ok, I figured out this is called color/icon "hot-tracking".

Every google search I've done only highlight the feature. I just want to turn it off completely. GRR!

Im with you on this. I dont need "highlighting" to tell me what window is active. I also want to get the damn icons to the right side of the task bar. Aside from a "toolbar" hack there doesnt seem to be anyway to do this. I have done it since early XP. It is going to drive me nuts!
