How do you get Lexus-style tint on your car?

My brother got his car's windows tinted recently. It looks nice, but I'm not a big fan of the dark interior. You can still see out of it fine, but I like having as much clarity as I can. I noticed some cars, like the Lexus models, have a cool shine to them. Is that some kind of a special tint you can get? If so, is it legal in all states?
