How do you force comp to boot from CD?

doesnt give him an option to get into bios on boot, STUPID DELL

there is a key you can hold the forces to boot from CD without bios but i cant remember what it is
 
What model is it? All newer Dells access the BIOS with F2, even if it is hidden. Older models work with Delete like normal for us peoples.
