How do you find the frequency of a sinusoidal function without graphing it?

okay I have the function:

y(t) = (9/2)(cos (400t + pi/3))

How do I find the frequency without graphing it?

Also does anyone know what the "dc component" of the following function is? I've read the entire chapter and can't find anything on dc components. I'm guessing it's the + 9/2 since the other part of the function is the sinusoidal component. Am I right?

y(t) = (9/2)(cos (400t + pi/3)) + 9/2

y(t) is an output for a given input x(t) This is for my signals and systems class.
