How do you down-convert an mp3?

I have a 12mb mp3 @ 192kpbs that i want to down convert to 64kbps. how do i do that fellas?

You do realize that you are losing sound quality by compressing an already compressed mp3 file, right? It would be better if you just went back to the original CD and rip at 64kbps.
