How do you disable CPU frequency scaling?

No matter what I try the CPU clock speeds keep jumping up and down. I want them to stay constant and fixed.

I disabled intel speedstep.
I disabled core parking.
I set the power profile to High Performance.

What else can I try? (i5-2500)

Mind if I ask why you want to disable this?

The power saving modes do not make a noticeable performance difference.
 
This has a really easy fix. Just uninstall CPU-Z. The room you have the computer in won't be hotter, from your CPU idling at 3.3 Ghz, your electric bill won't be slightly higher, and you won't have the slightest idea that it's idling at a lower speed.
 
Is there a potential reason/benefit for wanting to disable these features? My understanding is it's only for recreational overclocking, but for normal use you don't want to disable them? Are there any other times you'd want to?
