How do you create a poll?

When I go to the bottom and it gives me the option, there is no choices to what they are? and if I preview it the poll isnt even there.

You have to tick the box at the bottom of a new thread that says "create poll" and enter the number of options you'd want. The poll then will be created AFTER you submit the thread. You must submit the body of the thread before it lets you create the poll. It's clunky and not intuitive, but that's how it is.
