you can just format a floppy and do a SYS A: from the dos prompt. Then you have a bootable floppy. You wont have a cd rom or anything, but I guess for flashing a bios you proabbly want the bare minimum.
When you make a win98 startup disk from the add/remove menu, then you get a disk chocked full of generic cd-rom drivers and some files that let you repair, format, etc.
