How do you copy old VHS tapes to CD?

A friend wants to backup his old videotapes to cd. What software would be best? Unfortunately he doesn' t have a graphic adapter with video in nor does he have a tv card. How can you connect a vcr to his pc?
 
Well, then he needs to buy a tv card.
Connect vcr to tv card, play vcr while using record function of tv card (most of em have it). Saves to mpg or whatever file, burn that to cd.
Tomshardware had some reviews of tv cards a while back. Check under the multimedia section.
 
I think he needs a card with tv in. Then he could record them to .avi and burn them.
