How do you control Intel SpeedStep?

Is there anyway you can control the Intel SpeedStep technology? Eg, set it to throttle when it boots or set it to max power at all times.

I have an Inspiron 8600.

1. Use win2k.
2. Goto power management and use portable/laptop. This is the equiv of "automatic". Home/desktop is of course full power and there's a max battery one somewhere.

Dell was nice enough to bundle a SpeedStep fix with their drivers CD. But looks like I still have to install some things.
