how do you combine pictures into on collage with ... photoshop

new document.
drag 1st pic to new document. position the way you like it.
drag 2nd pic to new document. same thing.
drag 3rd pic to new document.

then save new document and voila!

What effect are you trying to do? Do you want them to blend together? If so, you need to use a layer mask. A quick Google search on that will return a lot of results.

You will need each image to be on a new layer (Ctrl+Shift+N) in Windows. Once you have them all arranged the way you want them, you can use layer masks to blend them together.
