How do you change your drive letter's?

Got a friend at school that has two drives designated as E:. How can he change one? He said the cdrom does not have a driver to reinstall. Something about it being driven by windows. I don't know. I thought all the drives had drivers you could istall/uninstall. I don't know what he's talking about but anyway, how can one change the drive letter?
 
right click my computer and go to properties. go to device manager. select the drive. hit properties. go to settings, and then assign a drive letter.
