How do you change the volume of a WAV file?

Voice recorder lets you increase it by increments of 25%. I guess you'd just resave it.

The demo of CoolEdit might be able too but when I tried the demo a few years ago, I think the max length of the sound could only be 60secs.

I am just rerecording my AIM sounds, becasue the default is rediculously loud.
