How do you change the icons/graphics for everything for programs?

I'm wondeirng how to change everything, not so much the desktop, since that one is easy, but everything. I made an arrow pointing to what I'm talking about.

A resource editor that can crack open EXEs, though you might have issues unless the replacements are the same size in bytes (smaller might be OK).

I've never a reason to do this, I've just opened an EXE in Visual Studio to copy out of it not alter it.
