How do you adjust video card latency setting using Powerstrip?

I tried adding the [Latency] section in pstrip.ini in d:\winnt, added the proper vendor/device ID for my TNT2 (verified this was correct) and the corresponding latency setting, added the Enable=1 line.. all according to the Powerstrip FAQ. When I reboot, the latency setting as reported by Powerstrip stays the same (248). Does anyone know what I might be doing wrong? I can't figure it out.

I'm using Windows 2000, Detonator 6.67 (also tried official detonator 6.31), and Powerstrip 2.78.

I would really like to get this latency setting to work.
