Get Windows 2000k, it has built in support for overclocking your mouse AFAIK, you can't do it with just registry settings... there's a reason why ps2rate has to run as a service or in startup for the settings to remain in effect.
Well the problem with it is that sometimes the pointer doesn't move at all, or isn't repsonding. I have to use my keyboard to open up ps2rate again and set it to 100hz. It gets fixed when I reset it again, but I dunno why it stops...
I very very very seriously doubt it is an IRQ problem since PS2 mice get IRQ 12 all to themselves. Did you try to set the mouse rate at normal 60 and see if it still does it? if not then maybe your mouse has a problem with being OCed like that (tho I dont see why)
