How do you access the LCM for a switch?

No one was replying in networking so I figured I'd ask you all. How do I access the LCM (Local Console Manager) for a switch?

Assuming it's a managed switch... You plug a console cable in and login via telnet?

there's 2 ways I know of. Telnet into the switch if it has an IP address assigned to it, or connecting to a serial port on the switch.
