Can VCDs be watched on regular CD-ROMs or do they require DVD-ROMs. Does it require a special software player like DVDs? Is it possible, using a burner, to create VCD's that will play in dedicated VCD players such as combo LD/VCD or DVD/VCD home theater pieces? How?

yaeh, you can play VCD on a normal CD-ROM (a DVD drive will play it too)
and using Window's Media Player which is already installed to play it.

and what do you mean by 'creating a VCD,'
you mean you want to burn a movie file to a cd and make it work with a VCD/DVD/LD player?
I am not sure it will work, but you can try to burn a small .mpeg AND .avi AND .mpeg2 file to it and see would it run.

VCD uses MPEG-1 compression. and you'll need a authoring software to make VCD's, Nero can make one if you already have a finished MPEG file, otherwise you'll need some other software to compress/record the video.
