From a signals and systems point of view, the term is "noisy."
Static is actually white noise, so if one station has more "static" than another, you can say the signal has a higher noise floor. This sounds a bit unnatural perhaps.
If you wanted to get more technical, you could say that the clearer station has more dynamic range, whereas the "staticy" station has less dynamic range.
