How do things get on Google Video?

I was reading about that Video Upload Program but it says videos uploaded through that service won't be up until they launch that particular part of Google Video. So all the stuff on there now, how does it get there?

Exactly, but then I read the whole thing about "pending the launch of this new service" and I was like wtf....
