How do these Japs do this overclocking stuff?

I found a page on a Japanese server with some of the top overclocks. They even show a Pentium III 1GHz with the new cC0 stepping overclocked to 1215MHz with a 2.00V core and a 4.02V IO. How did they even get an IO over 4 volts and get 2 volts for the core? They must not be using an i815. I can get 166MHz with 3.2V IO.
Anyway.... heres the link.Japans top overclocks

One word - HARDCORE!

They are really insane and passionate when it comes to overclock, and they don't pull no punches. All sorts of exotic cooling that make Kryotech weep, such as LNE cooling. Also, physical modifications of motherboards to override the default clock generator by adding another PLL unit, that kinda stuff. Not for the faint hearted...

ingunue007, if you look at the top of the chart, it says "IO"
