I think this Atom is from a leftover-bin, bottom of the crop.
Intel® Atom™ Processor Z3735G (2M Cache, up to 1.83 GHz)
It sports a single channel DDR3-1333 at max bandwidth 5.3 GB/s. 22 nm Atoms are comparable to 28 nm Snapdragons, but this Atom is severely crippled one. Low bandwidth suggests the GPU is also not very capable. In comparison S805's max bandwidth is 25.6 GB/s. I would say Tegra 4 should be twice as fast (CPU) or even faster (GPU).
Edit: Wait. Sorry I thought the OP was asking about the new Tegra. Old Tegra 4 (4+1 A15 version) performs as well as S800 at slightly lower frequencies. It looks like 22 nm Atoms clock as high as 2.4 GHz (Z3770) and max bandwidth is 17.1 GHz (DDR3-1066 dual-channel). Z3735G's max frequency is 1.83 GHz. The GPU is kind of unknown, but it is certain to have significantly fewer units than Z3770. I am sorry but I have no idea how this comparison goes.
