how do people make those mirror/screen?

you know, they have that tv where when you turn it off, it turns to a mirror, or when you turn off your phone, the screen turns to a mirror....how does that work anyways?

I think the panasonic g70 phone does that feature, and I read on a paper that hp was making a tv that does that......forgot.
 
It is just a reflective surface. If you look at a window in the right conditions you can see your reflection, but at other times you see through it. That phone just has a very reflective surface and the reflection gets drowned out when the backlight is on. The refection is always there, you just can't always see it.
