How do people become mystery shoppers at stores?

Friend of mine got $50 while working at Target from a mystery shopper, how do they pick these people exactly?

It's a real pain in the ass. It's really not worth your time if you can find a better paying job. Forms & forms piled up the ass. Certifications every new place you go.

20 years ago "Mystery Shopping" wasn't as developed as it is now. I think I saw a notice on the customer comment card at a restaurant franchise, and was easily accepted into the program.

More recently you typically have to apply just like any other job, even if the compensation is minimal.
