Why does a manufactor set things up like this? Is it so i will say, Look its only 449$ instead of 559$ and buy it and never send in the rebate?

It's manufacturer by the way. 😉
 
They make a $100 item $150 and give you a $60 rebate and know that a lot of people will forget while others will do them incorrectly. Great money maker.
