How do ingrown hairs form?

if you shave it to close the hair follicle doesn't stick out past the skin anymore.

They are caused by evil goblins that live beneath the skin. The only way to prevent them is laser hair removal because it blinds them and they don't know where to cause the ingrown hairs.
