How do I use icons not included in Windows XP?

I downloaded a group of icons created for Windows 95/NT that includes libraries of icons. An example would be: Neo - Icon library.id. However, when I click to open that library, I receive the "Windows cannot open this file" message. Also, when I use the change icon feature of a shortcut and browse to the folder containing these icons, none of them appear. Any suggestions? Thanks.

Sorry to beg. . . does anyone know how I can use these icons in WinXP?

For the main icons, try going to Display Properties > Desktop > Customize Desktop > Change Icon and then select the icon library. You may have to change the view files option to "All files".

Edit: You should be able to select the icons for a shortcut by changing the "Files of Type" filter to 'all files'.
