Question how do i use cell phone as a modem?

In the good old days, I could use my pc to dial phone numbers through a modem. I had a mic and speakers and basically could make phone calls hands free through a pc. How do I do this today with a cell phone? Yes I know windows and Apple allow me to link the iphone to the pc but that is only for 'computer-y' stuff like backing up the phone, music, photos, videos, etc. How can I programmatically dial a number from my pc on the cell phone?
 
You want to use your cell phone to dail a number on your PC that is connected to a phone line? Dialing numbers is just a sound. So figure out a way for the modem to listen to a the dial sound that plays on your phone and pass it through the phoneline.
 
After some research, it seems I need a VM running a macOS to connect to my iPhone. The 'Your Phone' app on windows can connect to the iPhone but offers NO FUNCTIONALITY.

Yeah windows phone app, works great on a andriod, and not so great on an apple.
For my note10+, i have full functionality, hell i can even use DEX wirelessly.

You will probably need a MAC or look for a iphone app for it to work the way you want.
