How do I upload to a website?

Write click the folder while in your FTP client, there should be an option "CHMOD. Click on it, it'll open a small box with several checkboxes; 9 to be exact. Check the ones that say "view".

I'm not sure if this will fix the problem, since I rarely use CHMod.
 
Wait, you mean it requires login/pass to get into the ftp server? or to retrieve the file over the web?

But that would require him to setup http authentication, which we can only assume he hasn't. If it was folder permissions he would just get 'access denied' I think.

I figured something of the sort, but had to try anyways. I've seen some stupid suggestions end up being the solution.

Check your configuration panel; there should be something about security in there.
 
Did you upload it to your home directory or to your public website directory? I use Dreamhost, and I've never had to chmod files to access them. Some more details from your end would help.
