How do I uninstall IIsRecycle.exe? It's giving me an error everytime I start my system.

Hi, does anybody know how to uninstall it? I installed it because I was worried about the Code Blue. It is now giving me a headache cause everytime I restart my system, I always get the error the doesn't work or something like that. I even can't configure the IIsRecycle. I read the readme and it says to open the comman promp and type IIsRecycle /install then IIsRecycle /config but it says it is not recognized as internal or external command. Please help me out get rid of this.
