Yep.
Often I find it unnecessary to lower the voltage (just use default)..
Just lower the bus speed. :)

Your multiplier * new bus speed = new cpu speed :)

well, suppose you want to make router and that's it. you can't find an old 486 so you buy the cheapest parts you can. a home router doesn't need to be that fast (at least mine doesn't) so underclocking that celeron or k6-2 means you don't have to listen to all that fan noise
