How do I turn on USB in windows server 2003 enterprise?

I want to get some files from my friend's computer using my external HDD but he says that his usb drives are turned off. Does anyone know how to turn on USB in Windows Server 2003 enterprise?
 
USB is 'turned on' in Windows Server 2003. The problem probably lies with a lack of driver support. Microsoft only ships drivers for hardware that is typically used on Servers.

You should see if the manufacturer of the drive has created Windows Server 2003 drivers for your hardware.

The driver support is actually better than XP - far better.

What actually happens when the USB device is plugged in? Do you get a prompt? If not, the USB hardware is turned off or the USB port is bad - or the USB device is bad.
