How do I turn off the popup help in WinXP? Is it even possible?

I love XP, except the pop up dialog boxes that offer help are annoying me. Any way to turn them off? The ones out of the system tray aren't too bad, but the one that pops up when you click on "x programs running) under the username when the workstation is locked is annyoing as hell.
