how do i test for a dead mobo?

i was an idiot and left one of the power cables that i had stripped bare ( to connect to a fan i found) open in my case. well, the cables got moved somehow and landed on my video card. the video card wouldnt display anything, but i wasnt sure if that was the issue, so i tested it in another machine. it works in the other machine, so now i'm thinking the problem isnt the video card but rather the mobo. the power comes on (the fans start spinning), but the floppy doesnt read or light up, and i get no display. any ideas?
 
Closley inspect for any obvious damage. Check that power supply is outputting correctly with VOM. If you have access try another cpu & ram.
