Pretty common issue for toddlers. My advice is don't worry about it. Its a phase that will pass for a time and then resurface around age 13

This is a stage they go through. They discover their genitalia and sometimes "play with themselves". This is discussed in basic Freud psychosocial development etc... You just leave them alone.

It only becomes and issue if they do that and nothing else the whole day and/or when they get older and obsessively masturbate.
