I can't figure how in the hell this thing pops up, but you can scroll forward & backward through visited webpages with the scroll wheel. It might be useful, but it always pops up and I can't figure out why!
not sure about firefox, but for mozilla, it can be changed from:
preference > advanced > mouse wheel > alt (or one of the other modifiers) > select anything other than "move back and forward in the browsing history"

I think that the setting you want is in about:config, as mousewheel.horizscroll.withnokey.action. You probably want to set this to 2 (wouldn't know for sure, go code-diving for definite answers).
hmmm... in that case, do you have mouse gesture extension installed?
it might be one of the sessings for the gesture, then.
otherwise, type about:config in your address bar, and search for anything that has to do with "mouse"
(not sure if firefox has config filters, but mozilla does)
someone with firefox might be able to shed a light on this issue ....
