How do I setup my router as a switch?!

I'm trying to connect two 4port routers together. I have a Netgear and a Belkin Router. The Netgear is hooked to the cable modem and a port from the netgear goes the WAN port on the Belkin. My PC is plugged into a port of the belkin. Now I can get internet but it's really really slow compared to when I"m directly connected to the netgear. I've changed look up address of the router (192.168.2.1 to 192.188.2.1) because I thought it might conflicting. I also disabled the DHCP server. Does anyone know what else I could do?
