How do I set Outlook Express to open url's in new windows?

Outlook Express currently opens every url i click on in one window. How do i set it to open each url in a seperate window?
 
In Internet Explorer: Tools>Options>Advanced>Browsing>UNcheck "Reuse windows for launching shortcuts"
