How do I RMA a retail AMD cpu?

I was taking a look at my nephew's computer and it seems his board/cpu are dead. At first I thought it was just the board (biostar Nforce IGP), but I popped in the cpu to working board and get no POST. All my newphew has is the retail cooling and the cpu, will this be sufficient in RMAing the cpu to AMD?

It's also possible that the settings on the working board are npt compatable with the CPU. Did you check all the settings, and re-set the CMOS on the working board first ? Is there any eveidence of a cracked core due to a bad installation ?
