How do I reenable Aero?

To re-enable Aero, you can just go to Control Panel, and in the search box (top right) type "Aero".

Once you've done that you'll be faced with a few options. Choose the one under Troubleshooting called "Find and fix problems with transparency and other visual effects".

Run the troubleshooter, and by the end, it should have turned Aero fully back on.
 
My computer does this from time to time as well. You can go to the display settings as well and choose your background/themes and enable Aero as well, if I remember correctly.
