How do i record and get 100% quality?

I've been trying to record sound from a website and the quality is just not coming through. I've tried windows sound recorder and Cooledit pro with the best quality settings and it still the sound is somehow getting dumbed down.
What am i doing wrong?
 
I don't know what you are trying to record, but if the original source is, say for instance 64kbps, recording it at 320kbps isn't going to make it sound any better.
 
yup, if yous aved as wav and it still sounded like cr@p it probably sounded that way in the first place. did you set it to 44khz?
