How do I re-install Windows 8.1 (or Linux)... on a Tablet???

Ok, so I ordered one of these $99 Windows 8.1 "HP Stream 7" tablets. Couldn't resist. My first tablet.

Being the tech-head I am, I will probably eventually want to install a new OS (Windows 10? Linux Mint 17.1?) or re-install Windows 8.1 (especially if I end up with Malware, though my record about that is pretty good).

What would be the procedure to re-install an OS on a tablet? Will I need a USB keyboard + mouse + USB DVD-ROM + USB powered hub? BlueTooth Keyboard + Mouse?

Do these devices have a "BIOS" that can be accessed with a certain keystroke? (UEFI?)

What do I do if the 32GB eMMC needs to be Secure-Erased? Can you even do that with eMMC? What about encrypting it with TrueCrypt? Can I re-install with MBR to do that? Or will the UEFI not have a CSM module?

Can I install Windows 7?

Edit: Or am I making this too hard? If you plug the Tablet into another PC via USB, like an Android phone, or a digicam, does it simply make the eMMC storage look like a USB Mass Storage device? Thus, I could boot the other PC off of a DVD, and install onto the Tablet?

OTG adapter & 8 Gb USB flash drive (prepared as bootable OS installer) should be all that's required.

Also works as additional data storage with Android 4.x devices.

Edit: there are also similar multi-port USB adapters, if you needed a keyboard & mouse.
Or else specially prepare the installer drive to not require further input after booting from it.
Note: Windows install procedure unverified (by me, at least).
