How do i program the 'Windows' key in W2k?

I've always used a tiny program call WinKey to create keyboard short cuts.

winkey rules, it is about the best program I ever downloaded, I use it for everything (hell I have 101 keys and not even 101 apps to bind 😀 and with the usage of shift and control u can assign about 404 quicklinks 😀 now THAT is a lot 😀)

Is there a way to do this in Win2000/XP without having to run a thrid-party app? In other words, is there a Reg hack or something?
