so how do it move those data to outlook express 6 on xp?
where does the outlook express data store on xp?
do i have to start winme again and export all the data in order to do this?

Outlook Express 6 will easily look at your Outllook Express 5 mailboxes and data. In OE6 open Tools, Options, Maintenance and then click on the STORE FOLDER button. That will let you designate any folder or location you desire for your e-mail. Simply drill to your OE5 mail folder. Then you can change its name and change it again as described above. It doesn't matter which version of Windows you are using. That is controlled in OE6. (Also OE5, same way . . . no change.)

Outlook 5 message folders are saved with the dbx extension
All message folders should be located in the Windows\Identities\...\Outlook Express\
you can copy these files and then Import them into Express 6 in XP
now i don't know what contacts are saved as, because i dont use Outlook Express but I'm guess that they would be similar

well with the contact list, you can import your address book and export them back in xp's oe6.
