Not sure why a Win98 boot disk won't work.

I run Disk Image and Partition Magic on all of my systems, and they use Win98 boot disks and they run fine on my Win2k Box. Even the Win Me Boot Disk works.

This is true if the HD is formatted for Fat32 or NTFS

Sounds like your Windows 98 boot disk is corrupt or your setup in your BIOS is messed up. It doesn't matter how your hard disk is formatted, or even if it is formatted, booting from the Win98 floppy ignores the hard drive.
